Most municipalities control what you can build with a zoning by-law. Not Carleton Place. The Town uses a Development Permit By-law, which rolls zoning, site plan and minor variance approvals into one system, and which approvals you need depends on what you are building. We check the by-law for your property before a plan is settled.
A development permit also does not take the place of a building permit. You still need one of those.

Permits come from the Town, not Ottawa
Carleton Place is its own municipality in Lanark County. Building permits come from the Town of Carleton Place building department, not the City of Ottawa, and anyone who has only ever dealt with the City will find the process a little different.
